Who We Are

The Association of District Councils was given its legal status after the promulgation of the Local Government Act 2011 though it existed well before that.  At its first meeting, it was Mr. Hurdoyal, serving chairperson of the then Moka/Flacq District Council, who was elected as chairperson of the association.

The association is composed of the Chairperson and the Vice-Chairperson of each District Council.  The objects of the Association shall be to:

  1. co-ordinate the activities of the relevant local authorities;
  2. promote the development of the relevant local authorities;
  3. deal in such other activities relating to local government, as may be approved by the Minister.

The Chief Executive or other Heads of Departments of a local authority may attend or take part in any discussion of an Association but shall not vote on any question.  The respective local authorities may delegate to their Association, with or without such restrictions or conditions as they think fit, any function of the local authorities relating to the objects of the Association, except the power of levying a rate, raising revenue or of borrowing money.  The Minister, may, where he considers appropriate, consult The Association for specific matters pertaining to local government.
